The Enforcement Officer/Planner is responsible for the implementation of Dunn County Ordinances and State Laws related to land use control. Work includes planning for changes in land use control, assisting the public in achieving compliance with regulations, and enforcing policies, regulations, ordinances, and laws.

The anticipated starting wage is between $33.93/hr and $35.82/hr.

 

Primary Responsibilities

 

The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position.  Other duties may be required and assigned.

  • Enforces the land use control regulations of Dunn County and the State of Wisconsin.
  • Assists the public in achieving compliance with land use control regulations.
  • Assists in the development of plans related to land use control.
  • Performs septic system, sanitation, soil, and zoning inspections.
  • Issues sanitary and zoning permits; receives and reviews pending applications.
  • Receives, processes, investigates, and resolves complaints regarding noncompliance of State and County ordinances.
  • Review certified survey maps for compliance with State and County ordinances.
  • Updates sanitation and zoning records; creates new forms and edits existing forms; enters data in the County permit tracking database.
  • Performs duties of the County Planner/Zoning Administrator in their absence.
  • Answers telephones, providing information and assistance regarding zoning issues.
  • Maintains fiscal and other records, and prepares reports as required; and prepares notices.
  • Operates and maintains equipment to draft maps and surveys, septic system plans, etc.
  • Schedules various appointments, interviews, and meetings as required.
  • Performs receptionist, clerical, administrative support and office manager duties.
  • Coordinates with the office support staff to provide daily staff coverage for the Environmental Services Department.
  • Organizes and attends public hearings as required.
  • Performs other duties of a comparable level/type, as required.

 

Minimum Qualifications

 

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in public administration, planning, environmental science, or other related field. 
  • Requires a minimum of two (2) years previous environmental science or planning/zoning experience.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS

  • Valid driver’s license or the ability to travel between work locations.
  • Wisconsin Soil Testing Certification and Plumbing Inspection II License or the ability to obtain within 12 (twelve) months of hire.
  • Prior to hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position. 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS

In order to perform the duties of the Enforcement Officer/Planner position (listed above) the following knowledge, skills, and abilities are essential for Enforcement Officer/Planner to possess.

  • Comprehensive knowledge of planning and zoning policies, practices, procedures, legal guides, recommendations, best practices, ordinances, and laws.
  • Comprehensive knowledge of division reporting requirements.
  • Thorough knowledge of grant justifications and reporting.
  • Thorough knowledge of standard office equipment, standard office software, and GIS/Mapping software.
  • Some knowledge of accounting software.
  • Ability to make arithmetic computations, compute rates, ratios and percentages and understand and apply governmental accounting practices in the maintenance of financial records.
  • Ability to organize and convey complex ideas and concepts in simple terms, verbally, in writing, and graphics.
  • Ability to establish and maintain effective and professional working relationships.
  • Ability to follow Dunn County policies and procedures including those pertaining to confidentiality.
  • Ability to prioritize and organize job assignments.
  • Ability to manage time effectively, manage multiple projects, and complete work within established deadlines.
  • Ability to work the allocated hours of the position.

MINIMUM LANGUAGE SKILLS QUALIFICATIONS

  • Ability to communicate clearly and effectively with other staff members, supervisors, and the general public in written and verbal form. 
  • English skills (oral, written and comprehension) sufficient to effectively communicate with all internal and external customers.

MINIMUM REASONING ABILITY QUALIFICATIONS

MINIMUM MATHEMATICAL ABILITY QUALIFICATIONS

In order to perform the duties of the Enforcement Officer/Planner position (listed above) the following mathematical skills are essential for the Enforcement Officer/Planner to possess.

  • Ability to make arithmetic computations using whole numbers, fractions and decimals.
  • Ability to compute rates, ratios and percentages.
